Federal Benefits

The American Citizen Services (ACS) Unit of the United States Consulate General in Shanghai serves as a liaison abroad for various federal benefits-paying agencies such as the Department of Veterans Affairs, the Department of Labor, the Social Security Administration, the Office of Personnel Management, and the Railroad Retirement Board. ACS Shanghai also assists the Department of Treasury with the delivery of benefits in the Shanghai Consular District.

Americans wishing to apply for a social security number may do so through the ACS Unit. Please note, however, that this process may take up to six months. Applying for a social security number in the United State typically takes only two weeks.

ACS may also help you forward your claims/inquiries to the Asia Pacific Rim of SSA International Operations Center in Manila free of charge:
